The Criminal Justice Committee, chaired by Chief Circuit Judge Cole Maier with District Judge John Tackett serving as vice chair, is dedicated to identifying systemic, legislative and procedural gaps in addressing the needs of individuals with mental health challenges, substance use disorders and intellectual or developmental disabilities within the criminal justice system. Its work is advanced through four specialized workgroups.
The Prearrest/Diversion Workgroup, led by Steve Shannon, Executive Director of the Kentucky Association of Regional Programs, Inc. (KARP), focuses on upstream solutions to reduce unnecessary justice involvement. By examining opportunities for early intervention, the group works to identify and address barriers that prevent communities from meeting behavioral health needs outside of the courts.
The Competency Workgroup, under the leadership of Koleen R. Slusher, LCSW, Director at the Kentucky Correctional Psychiatric Center (KCPC), has concentrated on improving statewide competency practices to ensure that legal proceedings are fair and effective for individuals who may not fully understand the charges against them or who may be unable to assist in their own defense.
The Juvenile Justice Workgroup, guided by Judge Lisa P. Jones of the Court of Appeals, has sought to strengthen responses for youth by advancing crisis interventions, promoting developmentally appropriate policies and enhancing coordination among stakeholders.
The Reentry Workgroup, led by Erica Hargis, Director of the Division of Probation and Parole at the Department of Corrections, has focused on promoting successful reintegration for individuals transitioning from incarceration back into the community. Its efforts center on continuity of care, personal stability and improving overall quality of life.
