Treatment & Access Committee

The Treatment and Access Committee, chaired by Amy Luttrell, President and CEO of Goodwill Industries, is focused on expanding access to care, advancing evidence-based treatment practices and improving outcomes for individuals experiencing behavioral health conditions or developmental disabilities.

The Strengthening Communities Workgroup, co-led by Dr. Lindsey Jasinski, Chief Administrative Officer of Eastern State Hospital and Dr. Marc Woods, Chief Nursing Officer of Eastern State Hospital, has prioritized prevention and education. By expanding access to resources and emphasizing early intervention, this group underscores the value of proactive, community-based solutions.

The Court Responses Workgroup, under the leadership of Judge Stephanie Pearce Burke of Jefferson District Court, has explored treatment-focused alternatives within the justice system. From specialized dockets to diversion programs, this group works to ensure that court processes promote recovery and stability while maintaining accountability and fairness.

The Intellectual and Developmental Disabilities Workgroup, led by Crystal Adams, Director of the Division of Intellectual and Developmental Disabilities, has concentrated on equipping courts and justice stakeholders with tools and training to better support individuals with developmental disabilities. Its work highlights the importance of accessibility, understanding ​and meaningful inclusion across the justice process.
