The commission's 10 workgroups, each focused on critical areas affecting Kentucky's courts and communities, carefully review issues and gather legislative recommendations that support meaningful system change.
While legislative action can lead to system change, the commission focuses on statute change as a last resort after other approaches have been explored, such as expanding education opportunities, developing training materials and updating policies and internal procedures.
Proposals are first reviewed and approved by the lead of the originating workgroup. From there they move onto the commission's Executive Committee for final review. The committee is composed of commission members. This process ensures that all proposals align with the commission's mission and values.
Through this collaborative and deliberate process, the commission works to create thoughtful, evidence-based initiatives that expand access to justice and promote better outcomes for individuals with mental health needs, substance use disorders and intellectual and developmental disabilities.
